Modernizing government technology is starting to pay off

The fund was created to help agencies replace outdated systems that are expensive to maintain and vulnerable to attack. For a long time, critics said it moved too cautiously and approved too few projects. But the GAO now points to specific wins, including consolidated data centers and improved identity management tools, that have cut costs and reduced exposure to breaches. The report says every dollar spent so far has produced a return in either direct savings or avoided risk.

Lawmakers on both sides of the aisle have taken notice. Several committee leaders have said they want to see the fund replenished, though they disagree on the exact amount and whether agencies should have to pay back the money through their own budgets. The White House has backed a larger request, arguing that the upfront investment prevents much bigger bills later. With the current funds nearly committed, the next few months will decide whether the momentum continues or stalls again.
