Homeowners in the UK who want to cut their carbon footprint are increasingly turning to solar panels, heat pumps, and electric vehicle chargers. But for millions of people living in leasehold properties, the path to going green is blocked by a tangle of red tape and landlord resistance.
Leaseholders do not own the building they live in; they own a lease on their flat or house. This means any major changes to the property, especially to the roof, walls, or exterior, require written permission from the freeholder. Many leaseholders report that requests to install solar panels or air-source heat pumps are routinely denied or delayed for months. Freeholders often cite concerns about building aesthetics, structural integrity, or shared ownership of common areas.
The problem is particularly acute for older blocks of flats where the roof is considered a communal asset. Even if a leaseholder is willing to pay for the entire installation, they may be told that the roof cannot be altered without consent from all other residents. Similarly, installing an EV charger often requires running cables through shared walls or parking areas, which can be refused if the freeholder fears future maintenance costs.
Campaigners argue that this system is slowing the UK's transition to net-zero emissions. While the government has introduced the "right to repair" and other measures to empower leaseholders, these rules often do not cover green technology installations. Many leaseholders feel trapped, paying high energy bills while being unable to make their homes more efficient. Without clearer legal rights, the gap between what homeowners can do and what leaseholders can do continues to widen.
